The Quota Programme

The Norwegian Ministry of Education, Research and Church Affairs has established a scholarship scheme, the Quota Programme, in order to facilitate access to higher education in Norway for students from Eastern Europe and the South. The scholarships cover all expenses for an academic year (10 months) and are given as loans and grants. The loan is converted into a scholarship upon the student’s return to his/her country of origin.

Please note that it is the responsibility of each individual to write to the Universities for more information and application forms.

What is offered: Courses at graduate level, most leading to a Master degree.

Where:  Several universities and state university colleges in Norway.

Who may apply:  Students from most developing countries, countries in Eastern Europe, and students at some Palestinian universities who qualify for intake at Norwegian institutions of higher education. The requirements vary from country to country.

Administered by:  The Ministry of Education and Research and the State Educational Loan Fund

How much:  Approximately 8000 Norwegian kroner per month

How long:  Maximum 4 years
